Richest VT town is outside wealthiest county Chittenden County is by far the wealthiest county in Vermont and it should therefore come as no surprise that the wealthiest towns in the state, with a few exceptions, are also in Chittenden County. Data from the Vermont Tax Department provides a useful and convenient way to compare towns by looking at family incomes in each town and city. The Tax Department defines a family as a husband and wife filing a joint tax return or a single person who, for tax purposes, claims a child as a deduction. That means all married couples, with or without children, and all single parent families. All told, that definition includes nearly 150,000 Vermont families containing a total of 400,000 people — about two-thirds of the state’s population. That does mean we’re missing about 225,000 people, mostly single people living alone but also some unmarried people living together. They could be madly in love but not married or they could be a group of single people living together to save on housing expenses. Whatever the reason, they’re not included in this measure of income Within Chittenden County, Shelburne has the highest median family income — the income level where half the families in town earn more and half earn less — and it’s also the second richest town in the state. Close behind is neighboring Charlotte. Add in Williston, and three of the four Vermont towns with a median family income of over $100,000 are in Chittenden County. Of interest: Six of the state’s top 10 wealthiest towns are in Chittenden County, and out of Vermont’s 250 towns, cities, and villages, only Burlington and Winooski are not in the top 50. Nearly all the others are in Bennington and Windham counties. None of them are in counties surrounding Chittenden. Many of the towns in the counties surrounding Chittenden are also in the top tier of family incomes. Those include many of the towns that are within commuting distance of Chittenden County jobs, such as South Hero, Stowe, Waterbury, Waitsfield, Middlesex, Fairfax, Monkton, Georgia and Ferrisburgh. What about the richest town in Vermont? That would be Norwich, where half the families earn more than $136,600. That’s nearly $20,000 more than second place Shelburne. The town of Norwich is just across the Connecticut River from Hanover, New Hampshire. And that explains its number one ranking: many highly paid professionals live in Norwich but work across the New Hampshire border at Dartmouth College and Dartmouth-Hitchcock Medical Center. Surprisingly, Norwich is unique. No other Vermont town near Hanover or Norwich is as popular with those professors and doctors. The next highest income Vermont town in the Upper Valley is Hartland, just south of White River Junction, with a median family income of $73,120. That’s above the state average, but it’s still only half of Norwich’s income level. If Hartland was in Chittenden County, it would rank just above Milton — one of the lowest income towns in Chittenden County. That’s another indication of just how high most Chittenden County town incomes are. Every family in the state would like to have a higher income than it does now and most state policies and politicians at least give lip service to the goal of increasing Vermonters’ incomes. One way for family incomes to grow is for people to move to places with higher incomes and more opportunities. That’s as true for movement within a state as it is for movement between states. Or migration between countries. Another way to raise some families’ incomes is for the government to redistribute income by taking money from one family’s pocket and give it to another. There are political leaders who see this as a viable option, at least for redistribution within the United States. They don’t think much of that policy as a way to raise people’s incomes if the pockets are in the U.S. and the recipients live outside our borders. Another way to raise family incomes is to rely on a healthy, growing economy to generate a higher standard of living for every family. Some of these policies work a lot better than others.
